PLA/1132 Strategic Planning Manager (Joint Local Plan)
We have an exciting opportunity for the right person to lead the delivery of the Plymouth South West Devon Joint Local Plan, only the 13th adopted in the country. We are looking for a dynamic, strategic thinker to lead the Joint Local Plan Team on behalf of Plymouth City Council, South Hams District Council and West Devon Borough Council.
The Joint Local Plan team was created following the adoption of Joint Local Plan – recognised as a best practice example of a joint plan which not only contains strategic policies but also site allocations and development management policies for all three Councils.
The successful candidate will be the joint lead for the three councils on strategic spatial planning and responsible for providing leadership for the management, monitoring, implementation and review of the Joint Local Plan.
This is a strategically important role for the councils and crucial to the management of substantial risks, including those associated with maintaining a robust five-year housing land supply, responding to the climate emergency, the increasing complexities of the planning process, and the increased importance of plan monitoring. The successful candidate will lead the review the Joint Local Plan and play a key role in building strategic relationships.
Applicants will need to demonstrate strong leadership skills in relation to strategic spatial planning and partnership working. Additionally, they must have a degree or equivalent in town planning or similar and be a chartered member of the Royal Town Planning Institute.
The Joint Local Plan Team is hosted by Plymouth City Council on behalf of the three councils, expected to work agile as well as from office locations in Plymouth, Totnes and Tavistock as required.
