Plymouth City Council’s (PCC) Environment Planning (EP) Division are seeking a dynamic, solution focused, strategic thinker to lead the Low Carbon City Team, one of 4 teams within the Division. 

The EP Division is driving forward the ambitious agenda set out in the Plymouth Plan and Joint Local Plan for the environment to be a key pillar of the City’s growth.  It is a developing Division that is working to tackle climate change, delivering biodiversity net gain, caring for and improving Plymouth’s green and blue spaces to deliver the greatest benefits for people, planet and place.   

In recent years PCC has been proactive and innovative in our approach to delivering low carbon solutions from solar and EV installations through to helping householders to heat their homes differently.  PCC have declared a Climate Emergency and we have an exciting but challenging programme to meet our net zero carbon by 2030 ambition which is reviewed and updated yearly.  More information on our work responding to the climate emergency can be found here https://www.plymouth.gov.uk/environmentandpollution/climateemergency  

We are also working with partners on numerous EU funded projects linked to carbon reduction, nature based solutions and projects to make the city more resilient to challenges resulting from climate change.  We also have a significant ‘blue’ programme including developing Plymouth Sound as the UK’s first National Marine Park (NMP) which includes innovation around marine net zero carbon solutions.      

The Low Carbon City Manager is a fundamental role within the Division.  The role will be required to provide leadership, expert advice and collaborative working with partners within the City and nationally.  The post will need to ensure we are maximising all opportunities to reduce our carbon emissions and enable a positive transition to net zero without leaving any communities behind.  

The role requires an individual with expert knowledge of the net zero carbon agenda, how it can be used to achieve the greatest outcomes as well as experience of leading projects that deliver environment, social and economic benefits.  Excellent communication, negotiation and problem solving skills will be essential to make this role a success.      

The LCC Manager will lead delivery programmes with a key focus on green energy generation, transition to low carbon transport options, decarbonising buildings, supporting the Council’s work to achieve net zero within its own business, supporting individual households with home energy advice and household level installation of measures to deliver warmer homes that also support the climate emergency response.  The operational delivery of the service level contract between PCC and Plymouth Energy Community will be part an important part of the role.  The post holder will also be responsible for driving innovation and new delivery approaches in relation to the climate emergency as part of the EP Division management team and though engagement with local and national partnerships
