HIGH STREET HERITAGE ACTION ZONE (HSHAZ) PROJECT DELIVERY OFFICER - Secondment Opportunity, Grade H

Plymouth City Council has been successful in securing £1.99m funding for our City Centre High Street Heritage Action Zone (HSHAZ) programme. The HSHAZ is a national initiative designed to secure lasting improvements to historic high streets for the communities who use them. It is funded by the Ministry of Housing, Communities and Local Government (MHCLG) as part of the Governments ‘Our Plan for the High Street’ and is administered locally by Historic England.  

Our HSHAZ programme ‘Reinvigorating the Abercrombie Estate’ is a 4 year programme about celebrating, enhancing and adapting the City Centres post-war heritage and making it a more attractive, engaging and vibrant place for people to live, work and spend time. It will do this through a targeted education, events and engagement programme led by programme partners POP+ and The Box; the preparation of a Conservation Area Appraisal and Management Plan; and targeted investment in capital works to improve the built environment including the transformation of Civic Square, streetscape improvements to Royal Parade, and a building façade enhancement grant scheme.  

A HSHAZ Project Delivery Officer is now required to manage the day-to-day delivery of the programme from now until March 2024 in accordance with the signed grant agreement. The post holder will work closely with funders Historic England, PCC capital project leads and programme partners and stakeholders to ensure the successful delivery of the programme on time and on budget, manage programme performance and risks, and oversee all spend and financial monitoring in accordance with internal and grant funding procedures.  

The HSHAZ Project Delivery Officer post is a full-time post and fully funded by the HSHAZ programme to end March 2024. This provides an excellent opportunity for a suitably skilled and experienced candidate. The post will be hosted within the Strategic Growth Team within Strategic Planning & Infrastructure and management support will be provided from within the team.
