Plymouth City Council has developed a Local Outbreak Management Plan (LOMP) to keep our communities, businesses and visitors safe.

The plan sets out measures to minimise further local outbreaks of COVID-19 and respond quickly to limit the spread of the virus in the event of an outbreak.

Whilst the numbers of cases in Plymouth is relatively low we will never be complacent in order to keep our city safe.

We are now seeking a Programme Manager (TACTICAL COMMAND) to undertake the senior command and coordination role relating to activities on COVID-19.  

Reporting to the Transformation Architecture Manager and working closely with the Director of Public Health and our senior leadership team (GOLD) the successful candidate will be:  

·       an experienced and qualified Programme Manager (Managing Successful Programmes (MSP) – Foundation and Practitioner and Prince 2 – Foundation and Practitioner or equivalent professional qualification.
·       able to provide professional programme and project management, defining the programme scope, approach phasing and benefits with appropriate regard to planning, prioritisation and risk.
·       able to act as a professional advisor to the Chief Executive, Directors and Senior Managers.  

As this role is required for the Council’s response to Covid-19, candidates should also have a good understanding of the Civil Contingencies Act 2004, Command, Control and Coordination Structures and the role of Local Resilience Forums and JESIP.

They will also have experience of/an understanding of coordinating Emergency and Major Incident responses with other responders and partners, e.g. Health, Emergency Services, Military, Voluntary Agencies, local and central government.
