Project Manager Role Profile

This is a fixed term role (initially for 12 months), to plan and deliver initiatives which will help digitally excluded people in Plymouth gain the skills, access, confidence and motivation to get online. The projects will focus on understanding the level and nature of digital exclusion across Plymouth, innovating on the supply of devices and data allowances, and helping digitally excluded groups access the support they need.

You’ll be working with an alliance of groups and organisations (the Plymouth Digital Inclusion Network) to bring together expertise and resources from across the city, to help engage and support those who are digitally excluded. Aiming to reduce digital exclusion in the city, the network will train and increase the number of volunteer digital champions alongside offering support and opportunities to increase access to devices, training and connectivity.

Main Responsibilities To lead and facilitate joined up working across the city through the already established Digital Inclusion Network.

To work closely with the council’s Digital Team to plan and execute digital inclusion projects aligned with Plymouth City Council’s Digital Plan. To establish and develop effective working relationships with partners in the public, private and third sectors to enable the successful delivery of projects in a complex, multi-partner environment.

To work closely with Our Plymouth on:

• the creation of a signposting tool to help people identify opportunities to get online
• promotion of ‘digital champion’ volunteering roles across the city Monitor quantitative and qualitative outcomes of projects and communicate these effectively to ensure that we work in the open and share progress – successes and lessons learned.  Identify funding opportunities that can help support Digital Inclusion activities.

Typical project management activities are likely to include:

Convening and supporting project partners at each stage of a project to clarify and keep them focused on achieving key goals and activities to agreed timescales.

Monitoring and seeking effective solutions to issues and risks, or escalating where necessary.

To write clear and concise proposals and reports, sometimes in conjunction with other partners/consultants.

To represent Plymouth City Council at meetings with local authorities and other organisations. Actively participate in the coordination and delivery of other Plymouth City Council projects and activities as required.

About You Our ideal candidate will:

Be informed and credible in talking to public, private and third sectors about the benefits of digital inclusion and the wider impact of digital and data on improving public services.

Have experience in managing projects involving multiple teams and/or organisations.

Enjoy problem-solving in new, complex and sometimes ambiguous environments where creativity and pragmatism are required.

Be a clear and articulate communicator, both in writing and in person.

Be comfortable working in a small and fast-moving team, managing a mixed and varied workload, and responding effectively to the needs of a range of stakeholders.

Be committed to continual learning.
