Head of Procurement - Role Profile

A fantastic opportunity has arisen for the right experienced person to join Plymouth City Council as our Head of Procurement.

About the role

Plymouth has set out an exciting vision for procurement looking to maximise the benefits of a category approach, that is well engaged both with internal and external stakeholders and underpinned by sound commercial practice. As Head of Procurement you would be key in bringing this vision into reality.

With a newly forming team of 11 procurement professionals you will be responsible for leading and managing the Council’s Procurement Services, with an overall service budget of £540k, and will be critical making a positive influence around the Council’s third party spend which is annually in the region of £120m

By providing the Council with a robust, value for money Procurement Service, you will be delivering on behalf of key stakeholders ensuring statutory and regulatory compliance whilst enabling procurement as a function delivers added value against strategic objectives of the Council.

In addition you will lead and drive forward our ambitious Procurement improvement Plan.

About you

You should have exceptional leadership, influencing and negotiation skills within a commercial setting. Being able to provide guidance and strategic direction to Senior Officers and Members on complex technical and legislative issues relating to procurement and associated commercial matters will be essential.

Building and maintaining positive professional relationships with key stakeholders will be essential, plus you would be able to add constructive challenge where appropriate but critically in doing so be able to enable, support and influence successful solutions.
